I have a gameboy pocket, perfected pokemon yellow (level 100 dream team and 151 pokemon) but I dont have a gameshark and my parents sold my N64 (sob now I can only play Zelda Majora’s Mask on emulator) so how would I get Pikachu to learn surf?

I thought a Magikarp would work but it didn’t. I need to surf to Canaclave City but the problem is is that I have no Pokemon to learn surf! I just want a Pokemon that will not take a long time to find and capture. The Pokemon needs to be able to learn surf right away. Thanks, Michael
